PARTNER
Patrick has been a Partner at Quest Analytics Group since 2010, where he focuses on data analytics, financial modeling, and business development. He’s led organizations as a GM, President, and CEO in the industrial minerals and pharmaceutical industries, bringing decades of leadership experience to the table.
Patrick holds a BS in Chemistry, and an MBA from The Wharton School. He’s also a U.S. Army veteran and an inventor with three U.S. patents.
Michael Layne
PARTNER
Michael has more than 25 years of experience in benefits consulting with expertise in how the healthcare components of medical, pharmacy, stop-loss, and disability dovetail together. At Quest Analytics Group, he focuses on business development and building strong partnerships with vendors and clients.
Michael earned his BBA in Sales, Merchandising, and Marketing from the University of Georgia. He’s known for his ability to connect with people and find practical solutions to complex problems.
Lee Hertz
PARTNER
Lee oversees PBM negotiations, financial modeling, and performance analysis for Quest Analytics Group. He is an inventor of patented technologies in coating and polymer science, construction materials, and multi-variable spectral analysis.
Lee served in The United States Marine Corps and earned a BS in Chemistry and an MBA from Baldwin-Wallace University.
Tracey Bei
MANAGER | RFP Analysis
Tracey oversees PBM RFP response and ongoing performance analysis. Specializing in customization of client facing reporting, she ensures key performance indicators are effectively communicated.
Tracey holds both a PhD. In Aerospace Engineering from the University of Florida.
Eliot Spiro
MANAGER | RFP Analysis
Eliot oversees the benchmarking of existing PBM arrangements with market conditions, and annual audits. With 35 years of experience developing defense avionics software, Eliot ensures PBMs have fulfilled client obligations.
Eliot holds a BS in Computer Engineering from Ohio State and an MBA from Washington University in St. Louis.
Alison Hertz
MANAGER | Intake and Implementation
Alison manages client intake and implementation teams for all RFPs. She is an expert in helping clients find the balance between cost containment and protecting member experience. With a background in developing train-the-trainer programs and effective project management, Alison ensures plan administrators are well prepared for open enrollment and that new implementation plans are complete and smoothly executed.
Alison earned an MS in Curriculum and Instruction from the University of Colorado, and a BFA in Toy Design from the Fashion Institute of Technology in New York with over 200 designs sold in big box retail stores.
Jerry Liu, PhD.
DEVELOPER
Jerry leads the development of software solutions that support RFP and auditing processes at Quest Analytics Group. He has more than 20 years of experience in business problem-solving, economic modeling, and system design.
Jerry holds a Master’s in Electrical Engineering from the National University of Singapore and a PhD in Industrial and Systems Engineering from the University of Florida.
